The Institute for Policy Integrity’s 2020 report, Enhancing the Social Benefits of Regulatory Review, focuses on potential reforms through the Office of Information and Regulatory Affairs (OIRA) at the close of the Trump Administration. The report argues for bolstering the processes for regulatory analysis and centralized regulatory review, while rescinding certain problematic Executive Orders from the Trump Administration that have distorted the regulatory review process.
Specifically, the report calls for reconvening the working group on the social cost of greenhouse gases, mandating distributional analysis in the regulatory review process, expand the scope of impact study to include international impacts in some cases, adopt guidance on how to quantify uncertain or unquantifiable effects, and more.
