The Harvard Kennedy School’s 2013 report, Extended Producer Liability in the United States, describes the evolution of EPR policies in the United States, focusing on the role of states. In notes that in the two-decade period from 1991-2011, US states enacted more than 70 EPR laws, including 40 laws in the period 2008-2011.
