This May 2020 note from the Columbia Journal of Environmental Law puts forward the framework for a national Clean Energy Standard that can effectively incorporate negative emissions technologies while giving states the flexibility to choose between clean energy and negative emissions investments to achieve their Clean Energy Standard obligations.
