The 2014 American Economic Review paper, The Short-Run and Long-Run Effects of Behavioral Interventions, surveyed the Opower program, in which social comparison-based home energy reports were repeatedly mailed to more than six million households nationwide. It found that behavioral impacts built up slowly and attenuated slowly, even years after the program was terminated. It noted that the conservative assumptions dramatically understated the program’s cost effectiveness.
