Toward Tradeable Building Performance Standards offers a qualified defense of emissions trading programs in general, and suggests that tradeable credits in Building Energy Performance Standard programs could help cities effectively reduce GHG emissions. It further suggests that, if carefully designed, trading could affirmatively advance environmental justice goals by increasing the level of investment in environmental justice communities and reducing more air pollution in these areas.
