In April 2021, Rhode Island passed an Act on Climate (H5445A), which requires the state to develop a plan to reduce all climate emissions from transportation, buildings/heating & electricity used economywide in the state to 10% below 1990 levels in 2021, 45% below 1990 levels by 2030, 80% below 1990 levels by 2040 & net-zero by 2050. The bill requires the Executive Climate Change Coordinating Council to draft plans to hit the bill’s goals. Significantly, H5445A creates a citizen suit cause of action against the government if it fails to meet its GHG reduction target.
