Seattle City Light partnered with the local government and Craft3, a nonprofit CDFI, in 2011 to establish an on-bill repayment program that supports residential energy efficiency upgrades in Seattle. The municipally owned utility acts as a conduit between customers and Craft3, which originates, underwrites, and services the loan portfolio with capital raised from third-party, non-utility sources. On average, participants save 25% on their electricity bills after implementing the energy efficiency upgrades.
