In October 2020, the governors of North Carolina, Maryland, and North Carolina signed a memorandum of understanding to form an interstate partnership to promote the development of offshore wind energy. By working together and synchronizing regulations, the states seek to create a more predictable, and thus attractive, investment environment for offshore wind companies — including turbine manufacturers — to invest in the region. The memorandum of understanding notes areas for collaboration, including synchronizing regulations, expanding the supply chain, and coordinating with federal regulators.
