The Telecommunications Act of 1996 provides a useful model for how Congress or states might overcome local governments obstructing the authorization of transmission. It imposed constraints on the approval process local governments could use in siting; imposed time limits on deliberations; created a federal cause of action if municipalities did not comply; and required municipalities to submit detailed written explanations of permit rejections.
