The Telecommunications Act of 1996 provides a useful model for how Congress or states might overcome local governments obstructing the development of renewable energy facilities. It imposed constraints on the approval process local governments could use in siting; imposed time limits on deliberations; created a federal cause of action if municipalities did not comply; and required municipalities to submit detailed written explanations of permit rejections.
