The Regional Greenhouse Gas Initiative is a nine-state compact (as of October 2019) among Northeastern states to cap carbon emissions from the power sector and use permit auction proceeds to spur clean energy development. Statutory authority for each RGGI member state is catalogued at the RGGI website. After shrinking briefly with the exit of New Jersey, RGGI may be poised in the coming years to expand to as many as twelve states. New Jersey adopted rules in 2019 to rejoin RGGI in 2020 (see broader details on New Jersey’s participation in RGGI at the state’s RGGI webpage). Through the Clean Energy and Community Flood Preparedness Act, Virginia adopted regulations establishing a carbon dioxide cap and trade program to reduce emissions released by electric generation facilities, complying with the Regional Greenhouse Gas Initiative model rule, which paved the way for Virginia’s entry into RGGI in 2020. Through Executive Order 2019-07, Pennsylvania committed to joining RGGI. A 2019 RGGI report summarized successes from the investment of RGGI auction proceeds, claiming that these investments have saved regional energy customers at least $1 billion on their energy bills, with $10 billion in bill savings expected overall. A 10-year review of the RGGI program by the Acadia Center found that emissions in RGGI states have fallen twice as fast as the rest of the country.
