The Renewable Transport Fuel Obligation initially required that 5 percent of all road vehicle fuel be supplied from sustainable renewable sources by 2010. It has been amended to target 12.4% of road vehicle fuel come from biofuels by 2032. Biofuel suppliers must report on the level of carbon savings and sustainability of their sold fuel in order to receive Renewable Transport Fuel Certificates, which are tradeable in market-based system much like California’s LCFS. Reporting focuses on a lifecycle analysis including indirect land-use change or changes to food and other commodity prices. At the end of the obligation period, these certificates may be redeemed to the RTFO Administrator to demonstrate compliance.
