Vermont’s S160 (2019) deals with soil health, among other agricultural development issues. It requires the Farm and Forest Viability Program of the Vermont Housing and Conservation Board to recommend financial incentives for farmers to improve soil health, enhance crop resilience, increase carbon storage and stormwater storage capacity, and reduce agricultural runoff to waters.. It also requires an assessment of market viability of dairy products produced using healthy soil practices, among other things.
