In November 2018, Virginia’s State Corporation Commission approved two 6 MW offshore wind turbines. The $300 million project will be funded through existing base rates. While the Commission opined that this structure would normally not be considered “prudent,” it approved the projects based on the state’s 10 year energy plan, which calls for 2 GW of offshore wind by 2028.
In April 2020, the Virginia legislature passed HB 1664, which directs Dominion Energy to construct up to 5,200 MW of offshore wind and allows for cost recovery.
