In March 2021, Virginia adopted HB1965, creating an Advanced Clean Cars Program. This bill expands the powers and duties of the State Air Pollution Control Board relating to low emissions vehicles (LEV) and zero emissions vehicles (ZEV), in effect giving the board the power to adopt and enforce any model year standards relating to the control of emissions from new motor vehicles or new motor vehicle engines. The board must also publicize final regulations for an Advanced Clean Cars Program that includes a LEV and ZEV program. These programs shall be applicable to motor vehicles beginning with the 2025 model year or the first model year when the adoption of these standards is practical.
