Washington law (at Wash. Rev. Code 47.01.078) requires the state transportation department to develop strategies to lower per capita VMT. Another provision (at Wash. Rev. Code 47.01.440) calls on the transportation department to adopt statewide goals to decrease per capita VMT 18% by 2020, 30% by 2035, and 50% by 2050.
