Approval by Washington’s state siting council explicitly “preempts the regulation and certification of the location, construction, and operational conditions of certification of the energy facilities” by local bodies. However, the council must nevertheless determine whether a project would comply with local and regional land use plans and zoning ordinances, and include “conditions to protect state or local governmental or community interests.”
