In 2019, Washington passed SB 5116, which will require utilities in Washington to stop buying electricity generated from coal by the end of 2025 or face penalties.
The Utilities and Transportation Commission launched various dockets to deal with implementation of SB 5116, including dockets related to integrated resource plans (UE 190698), purchase of electricity (UE 190837), and clean energy implementation plans (UE 191023). In December 2020, the UTC announced that they adopted rules to fulfil the mandate of the Act. Under the rules, electric utilities in Washington must eliminate coal-fired power by 2025, achieve carbon neutrality by 2030, and source 100% of their energy from renewable or non-carbon emitting sources by 2045.
The rules also require utilities to create advisory groups to address questions of equity and reducing harm to overburdened communities during the clean energy transition.
