This law, enacted in May 2021, requires the Maryland Secretary of the Environment to include any issues that the Public Service Commission (PSC) must consider relating to climate change in its recommendation to the PSC related to applications for certificates of public convenience and necessity. The Maryland Secretary of Natural Resources must implement a continuing research program for electric power plant site evaluations and consider the impact of plants on climate change as part of their Power Plant Research Program, which includes an evaluation of greenhouse gas emissions and whether the technologies are consistent with the state’s emissions reduction commitments.
